Orange outlet:
an isolated-ground (IG) receptacle. Its ground pin is insulated from the box and was designed to run on its own green wire back to a ground bus. These feed the audio gear.
Catapult:
a Radial Catapult, a passive box that carries mic signals over Cat6 cable. Here it splits each mic between two mixing desks.
GX:
an Allen & Heath GX4816, the input box for the live-room desk.
Trident:
the recording console in the mixing room.
Phantom power:
48 V DC a desk sends down a mic cable.
Labels:
Fact seen or measured and written down. Secondhand someone reported it. Inference our reading of the facts. Unknown nobody has checked.
Ref numbers:
staff text and file references, so any claim can be checked. Ask Taji for the original.

The seven items to quote

Price each one separately. Write "no charge" or "not needed" where that is the answer.

1

Write the panel schedule for every panel

Done means

A typed directory card in every panel listed under Site facts: breaker number, poles, rating, and what it serves. Plus which meter feeds each panel. A photo of each card with the dead front on, emailed to Taji and Greg.

We hand you
  • Fact Eight panels named in staff records, nine if the outdoor panel rewired in 2025 is not the Square D. Two SCE meters. Names: Zinsco main, A, B, C, Cutler-Hammer Console, Square D, RodCo sub, roof HVAC, outdoor.Electrical history lines 108, 123 to 131
  • Fact The panel register, one record per panel, ready for your numbers. Open it.Register, panels.json
  • Fact 238 devices placed from the 1995 and 2012 drawings, none with a breaker number yet.devices.json

2

Measure the orange-outlet ground path to the service ground

Done means

A written yes or no: does a ground path exist from the orange outlets to the service grounding electrode? Readings per outlet with its circuit number. If the path is broken, where it breaks and the price to bond it.

We hand you
  • Fact 22 orange outlets on the drawings.devices.json
  • Fact Every orange outlet tested reads "open ground" on a plug-in tester. Neutral to ground floats 30 to 60 V and drifts. Hot to neutral is a solid 121 V.Electrical history lines 45, 83 to 88 (Klein RT210 and AstroAI AM33D, 8/3/26; live room 1/22/26)
  • Fact No ground impedance or continuity reading has ever been taken.Electrical history line 88
  • Fact The 1995 design calls for 5 ft copper rods in each machine room, a copper bus, and #2 in 3/4 in conduit to the electrical room "for future connection".Electrical history line 35 (Sheet A-5.1)
  • Fact The two outdoor rods photographed have clamps and no conductor. Inference The technical ground may never have been connected.Electrical history line 132
Safeguard

An open ground means no fault-clearing path at the outlet. Treat every orange outlet as a shock risk until you have measured it.

3

One written finding on the buzz

Done means

One page that squares the earlier visit with the measured float: what you measured, whether the buzz is a grounding problem, and whether the open grounds need repair regardless.

We hand you
  • Secondhand After a licensed electrician (Abe) visited on 9/29/26, a staff member texted: "We did figure out the buzz is not coming from a grounding issue". Unknown What he measured.Staff text, ref 943264; Abe named as a licensed electrician in ref 940598
  • Fact The 30 to 60 V neutral-to-ground float above, measured before that visit.Electrical history lines 83 to 88
  • Fact Staff text 9/21/26: "Both mixers get clean signals when going direct in, the loop seems to happen when both sides are on". Inference A ground loop between two grounded systems sharing one split.Ref 941340; electrical history line 97

4

Fix the circuit that trips when it rains

Done means

Price A: find the tripping breaker and the water entry point, label both, report in writing. Price B, quoted after A: repair to wet-location rating with GFCI protection where code requires.

We hand you
  • Fact 9/6/26: "the rain tripped the breaker". The lounge TV and speakers died. Staff unplugged everything and reset it.Staff text, ref 936762; fault log F-01, F-04
  • Fact Jon's own words after the reset: "it was working for a while." Inference The fix was temporary.Staff text, ref 936762; fault log F-04
  • Unknown Which panel and breaker. Not in the fault log or any text
  • Inference Water reaching a box, conduit or outdoor circuit, or a GFCI doing its job. An overload is unlikely. From fault log F-01, F-04
Safeguard

Rain reaching a live circuit. Until this is fixed, staff should not reset the breaker during rain.

5

Install the exit signs

Done means

A price per sign: hard-wired, emergency battery pack, installed and tested to code, permit if required. Assume 1 to 4 signs; the per-sign price lets the count change after the survey.

We hand you
  • Secondhand Staff text 9/3/26: the signs are "wired signs and recommended that they're installed by a licensed electrician."Staff text, ref 936160; fault log F-05
  • Fact The drawings show one exit sign with an emergency pack, on the exterior alley wall.devices.json, device EX-L03
  • Unknown How many more signs code requires inside. Not in any drawing or text

6

Move stage lighting off the audio panel, if they share one

Done means

A written yes or no: does stage lighting share a panel or feeder with the orange outlets? If yes, a price to move the lighting.

We hand you
  • Secondhand Staff who tested the panel in March 2026 reported "the lights and the audio are on the same panel".Electrical history line 51
  • Fact The 1995 design kept lighting and HVAC off the technical power panel.Electrical history line 35
  • Fact The Square D panel carries breakers labeled OUTDOOR and STAGE LIGHTS.Electrical history line 127
  • Fact On 9/25/26, with all studio lighting off, the buzz dropped but stayed. Lights back on, it rose.Buzz investigation notes, line 15

Line-item quote for the panel repair

Done means

An itemized price for each panel repair you recommend, with the reason for each. A written answer on whether you will work in the Zinsco gear.

We hand you
  • Secondhand A prior visit on 9/29 produced a verbal estimate for panel repair. Unknown Which panels and what work.Staff text, ref 943264
  • Fact The 2024 inspection found Zinsco panels and subpanels with missing knockouts.Electrical history line 36

Your price

The quote must include

  • CSLB license number.
  • A price per item, numbered 1 to 7 as above.

Safety summary for the quote

Fog machine on a towel beside a power strip and loose cables
Fog machine beside a power strip, 9/17/26.
Background for item 3: the audio isolation plan (studio tests, not in your quote)
Phantom-power test, channels 2 and 20
  1. Turn phantom power off on channels 2 and 20 at the desk. Listen.
  2. Turn phantom power back on. Listen again.
  3. Write down whether the buzz changed. If it drops with phantom off, the noise is getting in through the phantom circuit.
On the capture list
  • Item 14: neutral-to-ground volts at three orange outlets, lights on and lights off.
  • Item 15: AC volts between the GX chassis and the Trident chassis.
  • Item 16: swap Catapult output 2 to output 1 at the GX and listen before and after.
